Building a Market Intelligence Capability

We are working to build an intelligence-gathering capability into the strategy office. It seems that with the current levels of increasing disruption, organizations are doing less long-term prognostication, but we recognize that as a mistake. How are others maintaining that discipline? We’ve tried a few different intelligence functions, but it has ended up falling on a few people instead of everyone collecting intelligence to feed back into the strategy. We are looking to build a decentralized model for gathering intelligence (e.g. aren’t investing behind a lot of dedicated resourcing). We are considering the following questions: How do you build a decentralized capability (is this the right approach)? How do you build the function so that the intelligence is actionable?
